Kevin McCarthy blogs primarily on air security issues.

McCarthy is currently a principal with Moonraker Associates, a homeland and national security consulting firm.  He has served in numerous advisory and consultancy roles to both the public and private sector on geospatial intelligence gathering, aviation security, and utilization of unmanned systems. McCarthy is an accredited consultant to the Department of Homeland Security (DHS), Homeland Security Institute and is a member of The World Bank, Aviation Safety & Security Working Group. He also is a member of the DOD’s Directed Energy Task Force’s Laser Eye Protection Group. In a policy forum sponsored by The White House Homeland Security Council, McCarthy advised the Center for Technology and National Security Policy on developing airliner missile defense and response plans.

Additionally, McCarthy served as an advisor to the Staff Director of the US House Select Committee on Homeland Security, the Assistant Secretary and the Director of Systems Engineering & Development within the DHS Science & Technology Directorate, on airliner missile defense, overarching security issues, and the utilization of geospatial technologies.

As an aviation security advisor for Booz Allen Hamilton, McCarthy worked on the establishment of leading edge security policies and practices for developing nations in Eastern Europe. As a guest lecturer for the Terrorism Research Center, he is a strong advocate for issues regarding the defense of commercial aviation, the national air space system, and the creation of robust, resilient security networks.

McCarthy founded and directed the National Center for Aviation Security and concurrently directed the first Office of Intelligence & Emerging Threats for a major international trade association. In this role, he represented the interests of its 65,000 members to the government and National Intelligence Community.

Following the invasion of Iraq, at the request of the Coalition Provisional Authority, he formed a team to develop operating procedures for reopening the Baghdad International Airport to civil aircraft. Prior to this McCarthy advised both TSA and DHS in developing the Federal Flight Deck Officer program for which he is a plank holder.

During a 33-year commercial and Air Force flying career he piloted a wide range of aircraft from the Boeing 777 to the C-130. During this time he concurrently was trained in all aspects of aviation security.
